As part of a global community, Vanuatu is not immune to global threats. These include the accelerating impacts of climate change, terrorism, drug and human trafficking, cyberattacks, biosecurity risks, and broader human security challenges. Amidst these threats lies the responsibility of the state to provide national security for its people.

The role of the state to safeguard the security of our nation is a collective responsibility, shaped by everyone’s actions. The Government is committed to collaborating across different agencies and partners within Vanuatu and abroad, to create a safe and prosperous future for all.

The Secretariat to the National Security Council (NSC), headed by the National Security Advisor (NSA) and established within the Prime Minister’s Office, provides strategic security policy and operational support to the Council and the Security Senior Officials Committee Meeting (SSOCM). Staffed under the Public Service Act, its functions include coordinating intelligence assessments and gathering, coordinating joint security assessments, preparing meeting agendas, keeping records, coordinating the implementation of the NSC resolutions, liaising with government agencies, and providing administrative support. The Secretariat also prepares reports and an annual work plan to ensure the NSC’s and SSOCM’s efficient operations.
The NSA also acts as the secretary of the NSC. The NSA, through the powers conferred to her under the National Security Act, leads the national intelligence effort, provides strategic intelligence assessments to key government officials, ensures the implementation of the NSC’s Resolutions, and oversees the government's performance in the national security sector. Additional functions may be assigned under relevant laws. The NSA has broad powers to perform these functions, including directing and coordinating intelligence collection and assessment.
The NSS was developed following a wide range of consultations across the country. It underlines our aspirations for a stable, sustainable and prosperous Vanuatu, as set out in the People’s Plan 2016-2030 and is fully aligned with Vanuatu’s national, regional and international goals and commitments. The NSS embraces the broad concept of security now widely accepted regionally and internationally, which in addition to traditional security issues includes challenges such as climate change and national disasters, cyber security, and human security.
