The overall security of a nation is intimately linked to political stability, economic stability, resource efficiency, good governance and social cohesion. The Vanuatu National Security Council (NSC) was established through the enactment of the National Security Act No. 41 of 2019, to strengthen Vanuatu’s national security and address evolving security challenges affecting not only Vanuatu, but the region and the World.

Vanuatu is part of the global village thus exposed to global threats such as climate change impacts, terrorism, drug trafficking, human trafficking, cyberattacks, biosecurity and human security threats. These threats cannot be dealt with by the Government alone but with the assistance and collaboration of our bilateral partners, multilateral agencies and with you all.

ESTABLISHMENT & FUNCTIONS
ESTABLISHMENT & FUNCTIONS OF THE SECRETARIATE TO THE NATIONAL SECURITY COUNCIL

The Secretariat to the National Security Council (NSC), headed by the National Security Advisor (NSA) and established within the Prime Minister’s Office, provides strategic security policy and operational support to the Council and the Security Senior Officials Committee Meeting (SSOCM). Staffed under the Public Service Act, its functions include coordinating intelligence assessments and gathering, coordinating joint security assessments, preparing meeting agendas, keeping records, coordinating the implementation of the NSC resolutions, liaising with government agencies, and providing administrative support. The Secretariat also prepares reports and an annual work plan to ensure the NSC’s and SSOCM’s efficient operations.

NATIONAL SECURITY ADVISOR (NSA), FUNCTIONS & POWERS

The NSA also acts as the secretary of the NSC. The NSA, through the powers conferred to her under the National Security Act, leads the national intelligence effort, provides strategic intelligence assessments to key government officials, ensures the implementation of the NSC’s Resolutions, and oversees the government's performance in the national security sector. Additional functions may be assigned under relevant laws. The NSA has broad powers to perform these functions, including directing and coordinating intelligence collection and assessment.

VANUATU NATIONAL SECURITY STRATEGY

The NSS was developed following a wide range of consultations across the country. It underlines our aspirations for a stable, sustainable and prosperous Vanuatu, as set out in the People’s Plan 2016-2030 and is fully aligned with Vanuatu’s national, regional and international goals and commitments. The NSS embraces the broad concept of security now widely accepted regionally and internationally, which in addition to traditional security issues includes challenges such as climate change and national disasters, cyber security, and human security.

FUNDAMENTAL ROLE
VANUATU NATIONAL SECURITY FUNDAMENTAL ROLE

The NSS plays a fundamental role in:

  1. Identifying and prioritising threats and opportunities;
  2. Providing for the establishment of strong government machinery under our new National Security Council to deal with national security issues and to boost our intelligence and assessment capability; and
  3. Mapping out and demarcating the main Pillars for securing Vanuatu’s future.
