Vanuatu government information is valuable.
Protecting its confidentiality and sensitivity is critical to our business operations. Everyone who works in government has a duty to respect the confidentiality and integrity of government information.
Confidentiality refers to the limiting of access to information to authorised persons for approved purposes.
Vanuatu National Security Strategy
The NSS was developed following a wide range of consultations across the country. It underlines our aspirations for a stable, sustainable and prosperous Vanuatu, as set out in the People’s Plan 2016-2030 and is fully aligned with Vanuatu’s national, regional and international goals and commitments.
The NSS embraces the broad concept of security now widely accepted regionally and internationally, which in addition to traditional security issues includes challenges such as climate change and national disasters, cyber security, and human security.
The NSS plays a fundamental role in:
Identifying and prioritising threats and opportunities;
Providing for the establishment of strong government machinery under our new National Security Council to deal with national security issues and to boost our intelligence and assessment capability; and
Mapping out and demarcating the main Pillars for securing Vanuatu’s future.
Act
The National Security Act No. 41 of 2019 established the National Security Council and for provisions on other matters relating to national security.
This Act was further amended by the National Security (Amendment) Act No. 7 of 2023.

The Vanuatu National Security Council (NSC) is currently working on the reviews of the following policies, the National ICT Policy, the Cybersecurity Policy and the Universal Access Policy which were officially launched by the Honourable Prime Minister Joe Natuman on 16th May 2014.
The three policies were approved by the Council of Ministers on 7th November 2013, following extensive work and consultations carried over 24 months to produce the policies with international and local experts.
The government acknowledges the collaborative efforts of the National ICT Development Committee; the Cybersecurity Working Group; Internet Service Providers; private sector; civil society; church groups; youth groups; community leaders; and everyone involved in the production and the ongoing reviews of these policies.
